Is this a new Holga?

On eBay, there is a Holga 135 BC for sale (U$50). I’m wondering if this is a new 35mm Holga or has this been around a while.
Just wondering how the frame count on the back works???? Think I’ll wait for someone else to get one before I do to see how they are…

I suspect that the film winder is decoupled from the shutter cocking mechanism (just like the 120 Holgas.) You can see some double exposures here
