What different magnification numbers mean…

My compact camera has a 4x zoom. I have a pair of 8×30 binoculars. Is that magnification (8x) similar to 4x with a 1.75 teleconverter? i.e. does it almost double it? Trying to get my head around this.
The product details are as follows:TC-DC52A 1.75x Teleconverter. With this you can get a similar field of view to what a 245mm lens would give on a 35mm film camera.
