Balance Fill Flash

I did a course on compositing images yesterday and the guy who was giving the course mentioned that he shot people in the street using off camera balanced fill flash. I was wondering if anyone has heard of or uses this technique.
The gist of it is that he holds the camera in one hand and the flash in the other at arms length and he sets this so that its not TTL but the flash automatically adjusts the power based on the ambient light and the settings he sets the camera to. (I think I have this right)
I had a look on my Nikon D7000 but I cannot see any option in the menu for this.
Anyone any ideas ?

OK, I have sorted some of this out. There is a TTL-BL option on my Nikon SB-600 and this can only be set once the flash is on the camera Hotshoe. However how do I use the Nikon CLS system to use the TTL-BL off camera. In the Commander Mode the only option is TTL or M
Tried using triggers to try and fool the flash into thinking it was attached to the camera but it still only allowed me to select TTL. So my question has boiled down to this.
How do I use my SB600 in TTL-BL mode Off camera ?

I went through something similar until I popped my camera flash to set off the speed light.

I’m not familiar with Nikon, but if your camera has a commander mode it should have the option in the menus. Otherwise, I reckon you would need to use a controller with your triggers to fool the camera & flash into thinking that they are attached.
