Best choice for weather photography

I am an amateur meteorologist who over the years tried to find a good set up for photographing my observations. Due to a long uninteresting story I am back to square one as far as my camera equipment goes i.e. I have nothing at the moment.
Here are two deals that I have my eye on at the moment, both coming in about the same price. I would be interested to see what opinions any of you would have on best choice. Remembering that I photograph all weather phenomena – rain, snow, sun and cloud.
A second hand Nikon D700 with Sigma 24-70 HSM f/2.8 lens
or
A brand new Canon 7D with Canon EF-S 15-85mm F3.5-5.6 IS USM lensI have no brand loyalty as I am back at square one with no current equipment (I was a canon head)
