And I believe only “Professionals” are allowed use them in Paris.
Beyond common sense (eg. don’t set up a tripod in the middle of the Champs Elysee), I’ve never really had a problem using one in Paris, nor has a good friend who actually lives there. That said, when there, I usually just go out and shoot handheld (thank god for IS!) and crank the ISO.

This was on the back of a law dating from the early 90’s to curb paparazzi. How aggressively people will pursue their rights depends on the part of the country. Parisians surprise, surprise apparently being the most vociferous if you point a camera at them. The rest of the country seems more relaxed (a good generalisation)
