Bird ID please

Anyone recognize this little fella, taken end of august last year.
Tried to ID him but no success. May be a young bird.

Not sure Matt but I would say a young coot, if you saw its feet you would be sure
has HUGE feet :)An unusual little fella & I rekon not from these parts. A strange bill for a waterbird (almost crowlike). It looks similiar to a pigeon guillimot from the North Pacific region, which is also black & white, but changes to mostly black in summer. If it is one, it is well off track. :D
Jenny, Alan and Michael, thanks for the replies. I think Alan hit the
nail on the head with a young Guillemot. I asked a few of the
natives where it was taken and they agree there are a few of them
