Dervishes?

This merry crew were an OAP version of the whirling dervishes as far as I could make out. What I found more interesting was the audience in the background. All the local bigwigs from the government and military have the best seats at the front, and look very comfortable with all that leg-room. The ordinary folk take the cheap seats at the back, and there is not a woman in sight.
