I’m with antifuse on this one… it’s more a snapshot of downtown Chicago on a rainy day than a well thought out photo.
Apart from the tilt (angles falling backwards and road tilting upwards) there’s nothing of interest in the shot to draw me in. For shots like this, try isolating something in your photo, like the bus for instance. Get down low (shooting from eye level is more often than not a boring perspective) and fill the frame with your subject. A great idea for this shot would be to use a longer shutter speed and have the people/traffic as a blur when they pass by.
