There are actual critique groups on Flickr if that is what you want. Although I’ll admit it has been years since I lasted visited one so I cannot attest to the quality.
I don’t use Flickr to get critiques (and for that matter I don’t use PI for that purpose either). I primarily use Flickr as an archive for my photos with over 6000 photos uploaded so far. (At this time I have 775 snapshots public purely for showing off purposes)
I also use it to catch up on the latest news/gossip in whatever areas I am interested in at that time. In a previous post someone mentioned it was like another networking site (facebook etc) and I agree.
Yes there is a lot of crap on Flickr but that’s because it is on the Internet and the volume in huge (“There were 6,277 uploads in the last minute” according to the site right now). (See also the second adage here http://en.wikipedia.org/wiki/Sturgeon%27s_Law)
By the way, I just got one of these on not one but two photos on Flickr

But while searching flickr’s help files for something on timezones I came across this discussion which is relevant here (and nothing to do with the way times are stored in exif).
