…its missing one crucial element . . . light!

i think you left it too late to shoot but shooting into the sun
is challenging and something you wanted to avoid?

in this case I would have opted for an over exposed sky and iluminated
foreground to a nice sky and dull foreground . . . or merging 2 photos together!
