meeting point for those with disabilities and expertise

hello, i composed this email to the Arts Council Disability officer for consideration.
as both myself and my friend, also a member here are primarily photographers by need and circumstance who have changed to digital art, again by need and circumstance we feel this is what we both require now: here is my suggestion as put to the arts council:Hello Orla,
My friend in Wexford and I in Dun Laoghaire have been talking about our creative work, our awards through the ADF and the fact that both of us are isolated and lack the communication and meeting up of minds in our area of expertise and sometimes lack of expertise.
We both are digital artists. My friend is probably more accomplished as i am the sicker of the two.
But that said, we both feel we need to have a place where we can meet others of like mind.
Would you be interested in helping us network and find the middle ground of maybe a monthly, weekly daytime meeting for artists in digital art/computer and video documentary et al.
A meeting for far more accomplished to meet the less accomplished.
Also have the social outlet, the advise on materials and know how so that everyone goes home feeling that they have found a bond in commonality and also refreshed and spurred on to pursue ‘onward and upward’.I would welcome all ideas to get started a meeting place for disabled persons and abled bodied to get together for the above mentioned focused end.
