Pentor 52mm +3 filter, what use is it?

hi,
came across above filter and put it on my 18-55 lens, but it would not focus/shoot.
What does +3 stand for, is it an extra 3 stops or a magnifier or what use is it.
Any help appreciated

Sounds like it is a magnifier and if this is the case you may have to put the
camera on manual focus and play around with the distance, that is move the
camera in to the subject while focusing to find the point of focus. Kind of
giving you macro effect.
