Photo used without permission

I entered a competition and did not win a prize but was mentioned in the top ten. My photo was used in a local paper without my permission maybe it was in terms and conditions.The paper are quiet snotty to me and I would not submit to them normally so i am thinking of billing them but don’t want to cause any hassle with the photo comp people as it is annual. Any advice?
