Problems working on Tiff files in PS elements

Sorry another post!
Have managed to convert a RAW file into a 16bit Tiff file.
But am having trouble refining my image in PS Elements
It is not allowing me to Burn/Dodge nor is it allowing me to add Text!!
Anyone shed any light why this might be – is working on a 16 bit jsut too much?Ta in advance
Hi Nap try changing to 8 bits as some options are not available in 16 bits.
