To be honest, I am not sure about this. The blur of the water is distracting. I would either went for a faster shutter speed on a tripod to capture a sharper image or slowed the shutter speed down to more wolly water.
Yes, its neither one thing nor the other. Experiment man :D Its not like film….it does not cost to take extra shots.
