I was more thinking in the line of photographing people on the street, not models, who you would pay anyhow.

I’ve both asked for, and signed model releases on the street.
I signed for a guy who was doing a book on santarchy, and other crazy santa events. i was dressed up as santa, having a rest in a deck chair under the brooklyn bridge, in the middle of hundreds of other santas. no money offered; none expected. we had a little conversation; he took some photos of me; explained for a book he’d need a release, i signed and that was that.
As for asking… it’s really hit or miss. how i work on the street is i usually make eye contact with the person i’m shooting, and as i lift my camera i’m looking for body language that gives consent. I’ll show them (yes, shooting digital in this context) and we have a little chat. i ask permission to share their photo (and sign form); some say yes, most no. generally it’s all down to vibe. Like everything else in photography it’s 110% communication.
There’s quite a debate among travel photographers about paying for releases… I get the sense that it screws things up for the next traveller / photographer along… people come to expect to be paid to be photographed. On the other hand, in very very poor countries, what’s a few bob. I dunno…
