That filter is just way too much. Completely ruins the photo for me, which is annoying because I have a feeling that if you got rid of that filter and used a bit of PP you could have a very very good photo!
But the current editing is just way too much!

I did not use any filter. It is adjusted for brightness, contrast, midtones and combined colour with b&w photo. I did same in darkroom years ago.
