Studio based Technique query

Hi, I am hoping to find out how the following image was produced in the studio.

It is obviously a mix of day light and studio lighting, and photographer has incorporated movement into this image.

Is this anything to do with slow flash sync?
Is it a case of the photographer capturing model movement or is the photographer panning his camera whilst shooting to create movement themselves?
What camera settings would be used? If slow shutter speed, obviously a very small aperture to enable shutter opening long enough?
Or, how much of this would have been created in postproduction, if any, or some? Even if it has all been done in postproduction, I would still like to create this in studio, so any ideas on settings?
Anyone any idea of lighting set up?

    Looking forward to your responses!

It may not have been done with Studio FLASH, but with Continuous lighting?

You could achieve this effect with studio flash & a slow shutter speed with daylight in the mix- you move or model moves.-Experiment…
Can produce an overexposed effect as in the image posted.
