If all of Hollywood and celebritydom got behind him, I think enough pressure could be brought to bear that regulation of papparazzi and the magazines and media that sustain papparazzi, could actually happen. I can see many not wanting to get behind his efforts, as it would effectively legitimise the activities of papparazzi in their eyes, and the likelihood of this actually happening all depends on how much pressure can be brought to bear, and if the likes of the movie and media studios could be drawn in to back things.
