Which Canon Lens?

I am looking for some advice on Canon Lenses. I have a 400D and I am looking for a wide angle lens that I can also use as my general walk about lens. I have been looking at both the EF-S 17-85/4.0-5.6 IS USM and the EF 17-40/4.0 L USM . I am not worrided about the mount type as when the time comes to upgrade my camera I can also upgrade the lenses as necessary. Which in your opinion is the better lens. Is it worth having image stabilisation over the L series lens.
