The 700D is… 650D with a 700D written on it :) So… no…
60D… well its is a grade “better” then 650D, I am not sure what money you are looking at for it, however. Before, the xyD series had proper weather sealed bodies, that kinda changed with 50D->60D.
Another way to go is 70D which is pushing the prices od the 7D down, and has the newest Canon AF system in it… so might be something to consider…
Canon 70d is the latest and greatest in prosumer category with a very balanced video vs photography feature and quality set. If you were interested in better photography, then Nikon 7100 would be the choice.
However, if finances are limited, maybe a Panasonic GH1 or GH2 is the way to go: these have been used by many film makers because of a good dynamic range and function sets…
Since you are sporting a 1100D, your upgrade path would be to move over to either 600D-550D range, or the 60D. I would not go for anything less then that since the image quality is something you might be very disappointed with.
On the other hand, if you are feeling wild, try to go for 70D, or the 7D which has a nuclear blast resistant body and is an APS-C system, so you could keep your lenses. Also, because of the 70D, the 7D is not experiencing a price drop.
