whats the filter for getting rid of reflection on water? and are they expensive

ok thanks well i did say im new to this ,how much would i have to pay to get a decent camera for a beginner 450 500?any recommendations

thanks i was thinking about used or new kind of want new though mite be a bit snobby but i kinda do .. any good models for around 400?
